At the end of the training course held by
Maat Center for Judicial and Constitutional Studies in Giza governorate
concerning training lawyers for legal procedure of detainees' issues and
continued for two days. During this course, the center handled
representing a work papers which themes included commenting on Emergency
law, legal procedures concerning detainees' issues, torture crime in the
Egyptian legislation and in international charters, challenging terrorism
between the Egyptian legislation and international charters, executing
judgments in administrative judiciary.
Participants in the training called upon the
institutions concerned for suggesting and forming laws to sit up
guarantees insure that the new terrorism law, intended to be issued, will
not harm rights and public freedoms provided by the constitution and
international charters. This could be achieved by included the law a clear
and definite definition of terrorism coordinating with the principle of
generality and abstractness of legal law on one hand, and adopting clear
policy to limit the spreading of social violence phenomenon on the other
hand.
In the same context, participants called for
including the new law a hard criminal punishment against those who are
authorized to execute and apply the provisions of this law in the case
that one of them commits a violation of rights and public freedoms. In
addition to that, they demand a guarantee that all victims of applying
this law will gain their full right in civil compensation to console harm.
Moreover, participants pointed out that it is
important that minister of interior tack a serious step towards ending
detainees' file, as it is a remainder of the emergency condition, which
the president promised to end after issuing new law to challenge
terrorism. This could be achieved through issuing a report to release all
detainees who did not accused of committing definite crimes, who did not
trailed before their normal judge, and who has no final judicial judgments
issued against them.
At the end of the training course, participants
confirmed the importance of the role played by media in the field of
challenging terrorism, reject violence, and settle peace culture.
