The most important aspects of the State’s respect to the rights of its citizens are providing them quality services, continuous improvement in these services in line with the changing social and economic conditions and responding to popular demands for improving the performance of facilities responsible for providing these services. The situation of these facilities and services in the governorates of Egypt and their suffering from negligence are witness the unresponsiveness of the executive authorities towards the basic rights of citizens.

Maat puts four working papers for the development of public services in front of the decision-maker
Public services and the sorrow of the local citizen

The most important aspects of the State’s respect to the rights of its citizens are providing them quality services, continuous improvement in these services in line with the changing social and economic conditions and responding to popular demands for improving the performance of facilities responsible for providing these services. The situation of these facilities and services in the governorates of Egypt and their suffering from negligence are witness the unresponsiveness of the executive authorities towards the basic rights of citizens.

In the context of Maat’s  attention with the development of quality of public services provided to citizens , has been issued four working papers on the development of some public services, the first paper about the sanitation services entitled with "Sanitation services in Egypt… suffering doesn’t end" The second paper was about water services , came under the heading "clean drinking water ... the absent right of human rights system in Egypt" The third paper was about the transportation services came under the heading "Transportation system is still an ongoing disaster" and the last paper about the problems of rubbish  and came under the title " problem of rubbish in Egypt ... is a citizen’s crisis or home’s crisis? " .

The four papers came in the framework of  “Citizen’s Voice “ project implemented by Maat in cooperation with the Foundation for the Future (FFF) in some Egyptian governorates and in coordination with a number of NGOs working in these governorates. The project aiming to build channels of communication between citizens and members of local councils, seeking to develop effective mechanisms to monitor the needs of citizens and provide ways of  providing them based on partnerships among citizens , the elected representatives in local councils , civil society organizations and executives in the governorates, districts and villages where the project is implemented.

Every paper of the four working papers dealt with legal and constitutional aspects related to the service that the paper deal with , as well as the status of this service in human rights system inspired by the international charters and conventions. The papers dealt with the situation of these services from statistical, quantitative, objective and neutral perspective also addressed the government's plans and the main problems existing in each sector. Working papers focused on the problems that targeted governorates in the “Citizen’s Voice “project faced, these governorates are: Giza - 6th of October – Helwan- Sharkya and Qena.

One of the main problems identified by “water” paper: the problem of water impurity used by citizens in the mentioned governorates in varying degrees, frequent interruption of water supply especially in rural areas and the adoption of these regions on mrans are not safe for drinking water like Abyssinian pump and others, the paper recommended the need to speed passage of the water code, similar to codes existing in developed countries.

The sanitation services working paper has revealed the deprivation of the vast majority of the population in Sharkya and Qena governorates from access to sanitation systems where the proportion of the population is not connected to the sanitation over than (82%) in Qena governorate, for example. This proportion adopt Bkabort mean (a hole equipped to contain sanitation), as a main mean. The paper recommended the need to allocate a fixed percentage from the general budget of the State to deliver this service to deprived areas, also recommended to enter into negotiations with donors to give priority of fund to these projects.

For “transportation services”  working paper has revealed the poor situation of roads and the increase of transportation means are not licensed in most areas of project, the paper also addressed the poor condition of the railway facility and the multiplicity of disasters related to this facility, despite the billions pounds was spent on this sector in recent years. The paper has recommended the publication, distribution of safety and security regulations to drivers, periodic check on them, and finds solutions to the problem of continuing ways cracking to the provision of infrastructure services.

The working paper on rubbish services dealt with the increase of rubbish piles problem in all the governorates also in all regions without exception, and cleaning companies stopped work or reduced their efficiency, despite they paid from the state treasury. The paper recommended to fully refer the responsibility of rubbish disposal to the local councils and to activate their powers in this regard, also recommended by activating a mechanism to receive complaints of citizens and their announcements about the presence of rubbish on the streets and the need to provide rubbish bins in the streets according to the density of population in the region.
