If intentions are good work will reconciliation, "That is the maxim formulated by the scholars of religion, stressed by development experts, and is a lot of successful models of development in Egypt over the sincerity of the words and senses, and perhaps the example embodied in Al Walda estate is the most significant examples of this.

 This spot which was indiscriminately on the land of Egypt and suffer from all forms of poverty and human deprivation, have turned to a society in which basic services and leisure and high quality of life rates so high, and This was the combined efforts of a number of civil society organizations and the support of grass-roots leadership in Al Walda estate, and the understanding and participation of the citizens there.

 The seminar held by Maat in Al Walda estate in Helwan governorate on Wednesday, May 27, 2009 discover this fact clearly , and highlighted that the main challenge before the people of Al Walda estate is how to maintain the level of development, who arrived to work to maintain the facilities and installations that are there and left programs and development projects in successive.

 In the framework of the seminar for citizens carried out by citizen’s voice project , which implemented by Maat in cooperation with the Foundation for the Future (FFF) in four governorates and in coordination with the Egyptian civil institution in each governorate, where the seminar was held in coordination with the Foundation of Sahebat Al Galala, the project aims to build a mechanism for communication between citizens and members of elected local people's congresses and increase the efficiency and effectiveness of response and the members of the local people's congresses, the development of effective means to identify the needs of citizens.

 The seminar at the beginning addressed the definition of local People's Councils and the role of development and an overview of the legislative framework and legal work through it, and the relationship between the elected People's Councils and Executive Boards, the seminar also addressed the most important obstacles that hinder the work of local people's councils and limit the effectiveness of their roles, focusing on the powers of the member Executive in charge of accounting, and the lecturers at the seminar to the concept of decentralization and the simplified form that will be the situation if the application and advantages and disadvantages of the trend towards decentralization and how to deal positively with the variables. 

The seminar witnessed the heavy presence of women and girls and effective participation of women in the debate to the extent that most of the problems raised were women, and the participant's awareness of public services and the progress of those responsible for the implementation to a large extent.

 During the seminar which held by Maat , the main problem facing the citizens of Al Walda estate now is the high value of real estate tax paid on the land in which they lived by their homes, where most of the land belonging to the agrarian reform, and some people to adjust their legal status with But some people do not continue to suffer in this matter.

 The other problem faced by Al Walda estate is the limited number of lighting columns in the region, causing some harassment of the people, especially women and girls in their way of business and universities, as well as the region suffers from the accumulation of garbage for long days without working on the lifting only after parents loud complaining.

 In all cases, the development experience in Al Walda estate remainder to witness the success of civil society organizations to contribute effectively to human development and a fundamental shift in the life of society and mode of living, but the bet is always to remain in the capacity of the community to create a powerful self-growth within the dimension of sustainability development.
