 Sometimes the problems of the citizens are simple , close to solve and their needs are modest and easily to achieve and to response, but the recurrence of neglect and lack of listening by the Executive convert the simple problem to a crisis on the case too complex, and prevents the claimant from the modest to the mountains of concerns that can not be resolved at one go and does not have the capabilities to relieve on the citizens of their suffering because of these problems .

Local councils and the absence of justice development

 Sometimes the problems of the citizens are simple , close to solve and their needs are modest and easily to achieve and to response, but the recurrence of neglect and lack of listening by the Executive convert the simple problem to a crisis on the case too complex, and prevents the claimant from the modest to the mountains of concerns that can not be resolved at one go and does not have the capabilities to relieve on the citizens of their suffering because of these problems .

 Some of this was evident and clear in a seminar held by Maat in Kafr Slama Ibrahim village in Sharqya province, on Sunday, June 7, 2009, with the participation of a variety of citizens, the people of the village and surrounding villages, as well as the presence of natural , civil society  and popular leaders in the village.

 These workshops take place in the framework of the project citizen's voice activities that carried out by Maat , in cooperation with the Foundation for the Future (FFF) in some provinces and in coordination with the Egyptian civil institution in each province, where the seminar was held in coordination with the Al Mashreq foundation for development and population, the project aims to build a mechanism for communication between citizens and members of elected local people's councils and increase the efficiency and effectiveness of response and the members of the local people's councils, developing the effective means to identify the needs of citizens.

 And seminars aimed at raising the awareness of citizens, the work of local people's councils and raise their ability to assess the work of elected members who represent them on these boards, and seminars aimed to monitor the local problems and the urgent needs of the citizens and the interaction of local council members with citizens in solving their problems, and seminars aimed at disseminating the concepts , a culture of decentralization and good local governance among citizens at the local level and prepare them to deal with the variables associated with the empowerment of localities.

 Seminars in Kafr Slama Ibrahim village have been reveled  the suffering of the citizens of the major problem is the absence of supported Bakery in the village despite repeated requests from the people of the village and in this regard, although some people apply for the establishment of the Bakery, but the ignorance was on the top of the situation in the handling of staff and officials with them.

The village suffering from the problem of paving the roads and internal roads, and the absence of the aesthetic dimension of the village through the negligence of the local units as they are a following village or a central village, there is no unit of local councils in the village, as well known that the focus on the local councils units, which are mainly the larger governmental interests at the expense of the smaller local units.

Some of NGOs in the village promised with a support of Maat  Center for assistance in the activities of beautify the village, through the trees to the streets of the village, and demanded that people to take the initiative and not to wait for the intervention of officials in this regard. They also called on young people to volunteer in this noble work.

 Finally, what to mention that the seminars of the project citizen's voice to reveal in every time the absence of justice dimension in the distribution of returns of development and take advantage of development opportunities between different regions in Egypt
