Decentralization is the basis of the reform of local government of Egypt, and it is the key word of the reform of local administration and to get rid of the corruption that has spread in its system and turn into a positive element in the system of local development, and to be an addition to that system and not to place obstacles and speed bumps on its way, and decentralization are the strongest indicators of the degree of maturity and adulthood which had been reached by the system of government in any society, the more elevated the system on the scale of good governance, the more direction to the further delegation and the transfer of powers to local units.

In the context of the interest of local governance in Egypt and the seek to empower local people's councils elected and monitoring the positions of local development, Maat Foundation for Peace and Development and Human Rights and with the participation of a number of civic organizations in the governorates of Egypt established (NGOs Initiative Network for Supporting Decentralization) (NINSD) .

NGOs Initiative Network for Supporting Decentralization seeks to build a mechanism to support the trend towards decentralization to direct citizens in local communities to new situations, as well as upgrading the capacity of the various local which will be the decision-making agency when the actual implementation of the decentralization, it also seeks to build the capacity of civil society organizations at the local level in support of decentralization from one side and to deal with administrative, legislative, political and economic variables, on the other.

This comes out of belief in the need for teamwork based on networking and cooperation between civil society organizations the form in which maximize the return on the work of these organizations, it also comes within the framework of the faith of the importance of support of civic society organizations to the good governance and its vital role in local development to make the experience of the transition to decentralization successful and to ensure its continuity.

The network aims to achieve a number of objectives which are:

1-    Spread the culture of decentralization and the good local governance in the Egyptian society.

2-    Increase the knowledge, capabilities and skills of local leadership in the exercise of their executive powers under the decentralization.

3-    Construction and continuous reconstruction of the capabilities of non-governmental organizations in the provinces so as to make it a more effective element in the position of development.

4-    The empowerment of civil society organizations in their local communities to become more influential in local decision-making.

5-    Providing a special base of knowledge, information and data of decentralization and good local governance, the exchange of experiences in local development and local governance.

"Maat" foundation volunteer for the acted as the substantive secretariat for the network and the coordination between the Member and implement procedures to invite members of the periodic meetings and acting as a point of contact between the various parties of the network, the institution will take the task of organizing the different activities of the network the Foundation will also work to communicate with actors and other parties on behalf of the network, The network is comprised of the membership of 25 NGOs from different governorates of the republic, the institution still receives requests to join the network from non-governmental organizations and associations.

"Maat" foundation is preparing in the framework of the activities of the network by a number of symposia and seminars under the title" The challenges of decentralization" the first of these events will be popular conference in Sharqia Governorate Saturday, July 18, 2009 deals with the state of women's participation in the localities under the decentralization.
